Creating a master plan for customer-driven technical assistance for Afterschool Providers in Oakland.

OCASA’s vision is to create a quality initiative that:

  1. Capitalizes on existing infrastructure (e.g. Community Based Organization staff trainings and meetings, OUSD SUCCESS learning communities, Region IV learning opportunities, CalSAC trainings and other technical assistance from outside organizations);
  2. Builds on the community’s deep knowledge of afterschool programs and of quality standards;
  3. Marshals additional quality improvement resources; and
  4. Supports staff and organizations as they build strong afterschool programs citywide.

In 2007, OCASA, its member organizations, the Oakland Fund for Children and Youth (OFCY) and OUSD

  1. Developed draft universal quality standards for Oakland afterschool providers. The current draft remains to be cross-checked with state standards.
  2. Convened the major providers of technical assistance in Oakland (CNYD, CalSAC, HTA, CACR, OASES, and ASPIRANET) to map out gaps and overlaps in TA offerings and requirements.
  3. Created a matrix of TA offerings in Oakland.
