How
will Prop 49 funds be used in Oakland? In the Oakland model, individual school principals will be the the first decision-makers regarding use of their school’s
Prop 49 funds. At this point, it is unclear whether an individual principal
will designate someone on their staff as the point person, whether they will
choose to employ OUSD staff to provide services, whether they will select CBO
lead agencies to oversee Prop 49 implementation and/or contract with individual
CBOs and other agencies for specific afterschool service provision. The OUSD SUCCESS office is
led a series of 3 “boot camps” in October and November to help principals
understand and determine how they would like to address Prop 49 implementation.
On December 11, the California Department of Education is to post initial
notification of schools approved for Prop 49 funding on their website. Our
hunch is that a great deal of local activity will occur in December and early
January as principals reach out and establish partnerships with community
organizations to implement Prop 49 services in late January or February (start
of 2nd semester). OCASA is considering holding a meeting in mid-December
for community based organizations to provide a check in and planning time for
Prop 49 implementation. More details soon…
What
should CBOs be doing to access Prop 49 funds?
Will
there be OFCY funds to help support Prop 49?
Yes, the Oakland Fund for Children and Youth has released a Request for
Proposals for After School Enrichment Services
(due January 30, 2006) that could provide up to $50,000 per school site
for enrichment services at 30-40 schools in the 2007-2008 school year that are
not currently receiving OFCY funds. Please note that organizations must
partners with schools. (We expect that only those proposals supported by
schools will be considered, with at most one proposal per school. Proposals may
include multiple organizations and up to 4 school sites.) Also, the December 5
Letter of Intent Due date is optional. Information can be downloaded directly

Do CBOs apply (or
appear on) the state application for Prop 49 funds? No! In Oakland, all public elementary and middle schools have applied for
funding and the application did not require lists of community partners. That
deadline is not relavant to community based
organizations (CBOs). (At this moment, OCASA does not
have complete details about what charter schools have done regarding Prop 49,
but they were also eligible to apply.)
